ARTICLE I NAME
The name of this organization shall be Southington Country Club Men’s Club or SCC Men’s Club.
ARTICLE II PURPOSE
To establish and maintain a men’s club for the purpose of promoting sportsmanship and fellowship through programs that will promote the game of golf and foster positive social interaction among members of this organization.
ARTICLE Ill MEMBERSHIP
3-1. Open to all males eighteen (18) years old (by March 1st of the current year) and older who fulfill all requirements and payments outlined in the membership application.
3-2. Members must obtain and maintain a valid Connecticut State Golf Association (CSGA) handicap card through Southington Country Club. For Men’s Club members who are NOT members of Southington Country Club, the cost of the CSGA Handicap Card is included in the SCC Men’s Club dues. The Southington Country Club will assess the SCC Men’s Club a fee each year to cover the cost of the CSGA Handicap Card for non SCC members.
3-3.The acceptance of membership in this club shall bind each member to uphold all provisions of the By-Laws and other Rules published by the SCC Men’s Club and to accept and enforce all rules and decisions of the Executive Board acting within its jurisdiction.
3-4. Members shall be subject to suspension or expulsion for conduct unbecoming or detrimental to the game of golf, the good name of Southington Country Club or the SCC Men’s Club. Any member failing in his obligations as set forth herein may be suspended or expelled by a two-thirds vote of all members of the Executive Board providing such member has been given due notice in writing of the charges preferred against him and has been given an opportunity to be heard in his own defense.
ARTICLE IV DUES
4-1.The yearly fee for membership for all eligible applicants shall be established for the ensuing year by the Executive Board of the SCC Men’s Club. It is expected that these dues will cover the entry fees associated with All of the events sponsored solely for the members of the SCC Men’s Club and securing a CSGA Handicap for non-Southington Country Club members. These dues will NOT cover fees associated with events sponsored solely by Southington Country Club, where participation will be extended not only to members of the SCC Men’s Club but others as well
4-2. The Executive Board and the Tournament Chairman’s dues are waived.
ARTICLE V OFFICERS
5-1. DUTIES AND POWERS: The Officers of the SCC Men’s Club shall consist of a President, a VicePresident, a Treasurer and a Secretary. All officers will be members of the Executive Board. All Officers shall hold office for one year. The Officers shall be elected from the members of the SCC Men’s Club at the annual meeting of the SCC Men’s Club. The President will form a Nominating Committee 30 days before said meeting and present a slate of candidate officers.
5-2. PRESIDENT: The President shall be the Chief Executive Officer of the SCC Men’s Club. He shall organize and supervise all SCC Men’s Club activities and delegate authority, as he deems necessary. He shall preside at all meetings of the SCC Men’s Club and the Executive Board. The President shall appoint a member to fill an unexpired term of an office or committee chair, with the approval of the Executive Board.
5-3. VICE-PRESIDENT: The Vice-President shall act in the absence of the President and assume all of the aforementioned responsibilities or other duties as shall be delegated to him by the President. The VicePresident must be familiar with all the administrative activities of the other officers and fill in for them in their absence.
5-4. TREASURER: The Treasurer shall keep a full account of all monies collected, prepare a budget for the approval of the various committees and discharge funds as directed in accordance with this budget. He shall prepare and present a Financial Report at all Executive Board and SCC Men’s Club meetings.
5-5. SECRETARY: The secretary shall keep the minutes of the meetings of the SCC Men’s Club and Executive Board. He shall collect and forward these minutes and all committee meetings to the General Manager of the Southington Country Club. He shall mail (email) notices as provided by these By-Laws of all meetings of the SCC Men’s Club. He shall also receive copies of all correspondence carried on in behalf of the SCC Men’s Club.
ARTICLE VI COMMITTEES
6-1. APPOINTMENTS: The President, with the approval of the Executive Board, shall appoint chairmen of the SCC Men’s Club committees and these committees will assist in conducting the affairs of the SCC Men’s Club.
6-2. EXECUTIVE BOARD: The Executive Board shall be composed of all duly elected Officers and the appointed or acting chairmen of the following committees: Handicap Committee, Tournament Committee, and Rules Committee. The President or a majority of the Executive Board may call a special Executive Board meeting, as necessary or when an emergency requires it. The business of the special meeting shall be stated in the notice. The Executive Board shall have the authority to take action on any emergency which may develop between regular meetings of the SCC Men’s Club. If a membership majority is not present at a regular scheduled club meeting, the Executive Board may meet instead to take action on any pressing business, providing there is a majority of the Executive Board present. A majority shall consist of four members of the Executive Board. The Executive Board shall review, co-ordinate and establish a proper liaison between the respective committees and shall recommend, when necessary, programs relative to the functions of the SCC Men’s Club. The Executive Board shall act as liaison between the SCC Men’s Club and Southington Country Club on any and all problems and discussions pertinent to both parties.
6-3. HANDICAP COMMITTEE: The Handicap Committee shall be responsible to the President for all aspects of handicapping, including the validation of handicaps for all members. The Handicap Committee will be responsible for ensuring that all members have a current CSGA handicap. They will also be responsible for recruiting new members. The Chairman shall be a member of the Executive Board.
6-4. RULES COMMITTEE: The Rules Committee will be responsible to the President for advice on the Rules of Golf, be available if called upon by the Tournament Committee for planning and conducting competitions, and promote the knowledge and adherence to the Rules of Golf among the membership. Although the Tournament Committee has primary responsibility for planning and conducting competitions, it may call upon the Rules Committee for advice in preparing the course for play, researching event rules and answering questions on the Rules of Golf which may arise during competitions. The Rules Committee should therefore be thoroughly familiar with the event rules as published by the Tournament Committee. The Rules Committee will also act as the Rules Committee for the Southington Country Club and have two members of the Southington Country Club on the committee. This will be done in conjunction with the Southington Country Club General Manager. The Chairman shall be a member of the Executive Board.
6-5. TOURNAMENT COMMITTEE: The Tournament Committee shall be responsible to the President for planning and conducting all SCC Men’s Club competitions. This committee shall prepare a schedule of events for the season, present it to the Executive Board for approval and distribute it in printed or electronic form to all members and other interested parties well in advance of the season. The SCC Men’s Club schedule of events will be done in conjunction with the Southington Country Club General Manager to ensure available dates. The Tournament Committee shall also act as the Social Committee and the Chairman shall be a member of the Executive Board.
6-6. NOMINATING COMMITTEE: The Nominating Committee shall prepare nominations for such vacancies as are to be voted upon at the annual meeting. This Committee shall return its list of nominees to the Secretary in time for its list of nominations to be included with the notice of the annual meeting. Nominations may be made from the floor at any meeting at which elections are held. The President shall appoint the chairman of this Committee. All previous Executive Board and Committees will pass on any documentation or correspondence to the newly elected Board and its’ committee to be retained on a permanent basis.
ARTICLE VII MEETINGS
7-1. ANNUAL MEETING: The Annual Meeting of the Members of the SCC Men’s Club and election of the Officers shall be held as soon as practical after the last scheduled event of the Men’s Club but well in advance of the next golfing season. The Secretary shall give ten days’ notice by mail of the date, hour, and place of the meeting and shall include in such notice a list of all of the candidates for the officers nominated by the Nominating Committee in accordance with the provisions of these by-laws.
7-2. EXECUTIVE BOARD MEETINGS: The Executive Board of the SCC Men’s Club will meet as needed at a time and place established by the Executive Board during each golfing season.
7-3. SPECIAL MEETINGS: Special Meetings of the members of the SCC Men’s Club may be called by the President or by a majority of the Executive Board or at least 10 members of the Men’s Club who are in good standing. Notices of such meetings will be posted in writing no less than two weeks before the meeting. The business of such meeting shall be confined to the matter set forth in notices of Special Meetings.
7-4. ORDER OF BUSINESS: Robert’s Rules of Order shall govern the conduct of business in all cases in which they are applicable and not in conflict with these by-laws. The Order of Business of all meetings of the SCC Men’s Club shall be as follows:

7-5. VOTING: Each membership of the SCC Men’s Club shall be entitled to one (1) vote at any meeting of the SCC Men’s Club. The vote of a majority of the members present at any meeting is required to pass a motion.
ARTICLE VIII MISCELLANEOUS
8-1. FISCAL YEAR: The Fiscal Year of the SCC Men’s Club shall begin on the first day of December and shall end on the last day of November.
8-2. AMENDMENTS: These By-Laws may be modified, altered, or amended at any meeting of the members or at any Special Meeting called for that purposed by: 1) a majority vote of the members of the SCC Men’s Club in attendance; 2) a two/thirds vote of the Executive Board subject to ratification by a majority vote of the members at the next regular or Special Meeting of the SCC Men’s Club.
8-3. COMPLAINTS: All complaints by members shall be submitted to the Executive Board in writing for review and consideration at the next Executive Board meeting. All decisions by the Executive Board pertaining to any complaint are final. These are the current By-Laws approved and adopted by the membership.
